What do you mean the contact card?
If it is a card which is a user interface container for short or related pieces of information, it should in the Microsoft Teams development scope( associated with office-teams-app-dev tag).
If you just mean contact, about your two questions:
Question 1. How to add the contact card in the MS Teams under the "Speed Dial" for all users globally except for few sites
Refer to the document -- View or add contacts in Teams provided by @Hunaid Hanfee-MSFT .
Question 2. Is there an option that we can add the contact card in the MS Teams client Ribbon (where you will see Activity, teams, chat, calendar, calls
No. Only applications can be added in the Ribbon.
