    Per my research, there is no a policy could achieve this setting currently. Thanks for your understanding!
    About OneDrive policies: Use OneDrive policies to control sync settings.

    As a workaround, I would suggest you try to set to use OneDrive for Business online only.

    Microsoft must given this option to all paid subscriptions. Its simple setting to enable or disable on each folder level.
