Project Web App - Permissions

I am wondering what the minimum permission level is that a user needs to have to the main PWA site (eg https://cortana.sharepoint.com/sites/pwa/default.aspx), in order to be able to publish projects/create subsites from the Project Web App Desktop App (which creates the PWA dedicated project site: eg https://cortana.sharepoint.com/sites/pwa/TESTINGPROJECT2/default.aspx)? – Obviously, the dedicated project site will have it’s own permissions.

My testing so far has indicated that the user needs design permission or greater and that is a concern because this permission gives the user permission to do all sorts of things with site content, group settings, permissions etc within the PWA site (https://cortana.sharepoint.com/sites/pwa/default.aspx).

I believe the minimum permissions are found in the Project Managers security group in PWA.  And yes, project managers are allowed to edit their own Project Sites.  Hope this helps.
