Something went wrong error code 30147-4

I have had problems with my 2019 (desktop version) office programs.  Excel and word won't open, both programs freeze in the middle of working, I have to close out by using the task manager then end up rebooting my computer. 

I have an Intel(R) Xeon(R) Silver 4110 CPU with 16.0 GB ram, running at 64-bit. 

My windows is up to date and I have check all my settings. 

I tried running a modification to repair program, quick repair turns up nothing, When I run on-line, I get error code: 30147-4.  I can't find anything on-line to help with this error for 2019 software.  Any input is appreciated.  Thank you

    I am V. Arya, Independent Advisor, to work with you on this issue. First you should remove your Office and then reinstall Office.

    Before uninstalling, login to your Microsoft account @ https://account.microsoft.com/services and ensure that Office license is there. If Office license is not there, then don't proceed with uninstall and reinstall.
