F4 function key for relative address does not work in Excel 2016

Can you please advise as my F4 key does not work in excel for relative address, I have a HP Spectre Laptop and when I press F4 I get a window to change my display and Project.

2020-05-11T07:56:17+00:00 The F1-F12 keys are not in function key mode; they are in laptop mode and control display, speaker volume, etc. There should be an Fn key typically between the Ctrl and Windows/Alt keys on the lower left corner of the keyboard. It may even have an on/off indicator light. Tap it once and try F4 again.
