Microsoft Forms and Excel data entry

I have a large Excel spreadsheet (82,000 lines) and 32 columns. It is 32 columns so that I can take advantage of the FORM option inside Excel which has that limit. I'm sending segments of this data out to others for data entry and the FORM in Excel makes it easier.  However, it is also inflexible and has aggravating limits.

Can anyone tell me if Microsoft Forms (or any other tool) can be used instead as an overlay to help data entry to an existing dataset. I see plenty of examples of the original data entry, but I need to present a partially filled out form to data entry person who will then edit or add to other fields. 

Ideas please?
