Since vault is not deleted, you are being billed for it. You can re-activate the subscription and then delete the vault.
To re-activate your subscription follow the instructions from this link - https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/subscription-disabled
If it doesn't help, kindly raise a support request using this link - https://support.microsoft.com/en-us/getsupport?wf=0&tenant=ClassicCommercial&oaspworkflow=start_1.0.0.0&locale=en-us&supportregion=en-us&pesid=15470&ccsid=636233463407635340 the support profession from Azure subscription management team will assist you in enabling the subscription.
