MS Word to PDF while keeping SVG

When Word is converted to PDF, how can I make the left image to keep SVG? I can only make the right image to be SVG? File link: https://drive.google.com/drive/folders/1lcxm9UWzBzn\_vKWTOTHDLzxN4g708Cub?usp=sharing

    This is a screen capture taken from a pdf created by using the Pre-Press Mode on the PrimoPDF printer viewed at 1000% magnification in Adobe Acrobat

    It is odd in your magnified screen shot that it is only the perimeter edges that are "jaggy"

    Sorry, I cannot explain what is going on. 

    If I increase the size of the image in Word until it is 7.3" x 7.3 inches, the resolution is fine.

    However, when that document is saved as a pdf, as far as the perimeter edges are concerned (but only in the case of the perimeter edges), the result is very poor

    But by using the Pre-Press Mode on the PrimoPDF printer, both images are not SVG anymore. I wish to keep SVG format.
