Yes it should work, however it is a global issue and only appears to be working on some Android versions or if you're using a Developer preview of Teams, you can follow along the thread below about the same question:
Annotation of a screen share during a Teams meeting
When will it be possible for participants to annotate on a shared screen during a Teams meeting? There was a UserVoice with several votes on this topic, but I can't seem to find any information here in Q+A now that the Teams UserVoice forum has been deactivated. This is a heavily used features in Zoom that is not available in Teams. Additionally, is there any recommended workaround (other than ZoomIt)?

I could compeletely understand what you are requesting, but currently we did not receive any update about this feature.
As a workaround, please consider using the WhiteBoard in Sharing options.Regarding Teams UserVoice site, we are still investigating. And if there is any update, I will update here to let you know:)

Only for paid accounts.
And only enabled in full screen sharing. You can not annotate on a shared window.
