I apologize for all the trouble it has caused and sorry about your time.
As per your description, it only seems to apply to instances where your Data Validation allows list items from a Named Range that contains blank cells. When Ignore Blanks is checked, users can type any non-list value in the Data validation cell without raising an error.
When Ignore Blanks is un-checked, entering non-list items causes a Data validation error. However, they can select the blanks in the list.
