Delete the clients first from the WSUS MMC Console and then run the client side script on each affected system.

WSUS server shows clients needs updates, but clients are all up to date. The WSUS report does not specify which updates have not been installed. The client/workstation/server windows update reports all up to date. Why the discrepancy? How to remediate this?

I would like to share the background with you about the update status on the WSUS console first. Please ignore it if you have already known.
Please try to tick the Supersedence option as the below screenshot and you will find the update status of the each update.
Here is the explanation of the icons:
It indicate that the superseded updates shown on the WSUS console as needed. Here is a reference in my lab:
To avoid miss some important updates, please review the update history first and confirm whether the latest cumulative update(All the previous version cumulative updates are included into the latest version) has been installed or not.
