I can't offhand think what might be causing this, but as a workaround, you could create the chart in Excel, then copy/paste it into PowerPoint.
If the data in the chart is in the least sensitive, create each chart in a separate XL file.

I am unable to insert a chart in PowerPoint, whenever I click the chart button in the insert tab nothing happens. I am using this to create a chart that corresponds to a table in the same PowerPoint. Please help.

Generally, chart in the PowerPoint presentation is linked to the data in the Excel files and as far as I know we can’t insert the chart by select the table in the presentation. We can insert the chart either by clicking on the Chart button in the Insert tab and the embedded Excel will be opened with sample date where we can edit the values or copy the chart in the existing Excel file and pasting it as link in the presentation.
Since you mentioned clicking on the Chart button in the Insert tab does not show up anything, I request you to check whether you are using the latest version of PowerPoint?
To check the version, open the PowerPoint app> Account> About Version and compare the version in this article: Update history for Microsoft 365 Apps (listed by date) - Office release notes | Microsoft Docs
If you are not using the latest version, please update your Office apps to check the outcome. Refer to this article: Install Office updates - Office Support (microsoft.com)
