SharePoint - hide an app from some users

Is it possible to allow only some users in a SharePoint site to see and use a particular app (e.g., a list or a library)?  If so, how?

If the answer is different for classic sites vs. new Modern sites, please specify if that is the case.

Hi WillBeeSEA,

I go through the post carefully, if users don’t have permission to some lists or libraries in SharePoint site, they will not see the lists/libraries in the site. On how to manage users’ permission for a site, here are some links for your reference:
