Forms for Excel missing from +New menu in SharePoint library - even though it is enabled in the Edit New menu.

After some more exploring the "Forms for Excel" works just fine when accessing a SharePoint library associated with a Microsoft TEAM, but it is not present on the regular SP Doc Library.  See below image. 

Also worth noting Excel Survey and Visio are also enabled in both scenarios and do not appear in the +New menu for either the Teams or regular SP library.

I've already tried making changes to the Edit New menu settings unchecking items then saving and re-checking and saving again with no change.

Any ideas or help are appreciated.

    RESOLVED:

    Working with Microsoft support, I was able to determine what the issue was.  The site in question is still using Classic SharePoint.  The Forms for Excel only works on Modern SharePoint sites.  More specifically it requires an M365 Group to be associated with the site.

    This also explains why it Forms for Excel was present when testing on the SharePoint view of a Microsoft team.  After all, creating a team automatically creates an M365 Group in the background to manage membership and permissions (and by extension the SP site is also associated with the same M365 Group).

    It is possible to connect a classic SP site to an M365 Group - though this will also convert the site to a modern SP site (with a new default modern home page).

    So sorry for this inconvenience caused to you. According to your information, I think there may be something wrong with your SharePoint Online. Since I couldn’t reproduce this issue form my side.

    To narrow down this issue, could you please share the following information for a better understanding?

    1. May I know if the issue happens to another browser?

    2.May I know if the issue happens to your colleagues?

    If both answers are yes, I would suggest you contact the administrators in your organizations and open a support ticket in the Office 365 admin center via the steps in the articlefor further help.  The support team there has the correct escalation channel for this case. This is also the most efficient way in handling this kind of issue.

    However, if the issue doesn’t happen to other browser or other users, it means it may cause by your web browser or web connection. Given this scenario, you may need to clear your browser cache, or check local network settings, firewall, proxy, VPN, anti-virus, local domain.

    The problem occurs in all browsers tested (Edge, Chrome, Opera).  Tried clearing cache anyway with no change in behavior.

    I'll contact our admin team and see if they can open a MS support ticket.
