O365 keeps asking authenticator app code when it never been setup yet

Some people in my company keeps beeing prompted to insert the code from authenticator eventhough they have not even setup the authenticator. They have been login to office.com before, however some action got those prompts without the option to setup one. I tried to contact the company admin and they confirmed that no authenticator app has been added to those users. one of the actions that prompted this is when trying to sync sharepoint documents to PC (adding a folder to PC).

is there a way to reset it (eventhough the status is no authenticator has been added)?
or a non-traditional way to setup an authenticator

    Based on your mentioned description, to understand such scenario or situation, can we re-confirm and collect below information from your side?

    Please try to double confirm that if you access this Outlook web app (OWA) URL link (https://outlook.office.com), whether you are receiving above mentioned screenshot page?

    On the other hand, please contact to Office 365 global admin and request them to enable MFA for user account for couple of hours and disable again MFA option from user account and try to identify the result after couple of hours. (Approx. 24 hours, because it may take a time for such changes or effect from server side). Here is the information article for the reference Set up multi-factor authentication

    Further, regarding your description about “one of the actions that prompted this is when trying to sync sharepoint documents”, once please try to double verify from Office 365 global admin that if they have setup any permission or setting to access SharePoint documents.
