error MSB4019:Microsoft.WebApplication.targets" was not found.

Question

i keep getting this error while writing this command docker build . or docker build -t test .

then i have switched to windows container and i executed same command i received the below error however the .targets exisit in the folder mentioned in the error ..

please advice
