Microsoft Form not loading to Excel workbook

Hello, I have a Microsoft Form i created a few days ago for work. Within Forms, i can view and edit the responses which have come through. I can share the link, change the theme ..essentially the functionality of Forms works perfectly. However, when click 'Open in Excel' i'm given the message 'Opening Excel Workbook on OneDrive' with a never-ending spinning wheel, nothing ever happens after that. 

I've tried opening the Form in Google Chrome and Internet Explorer but get the same message. HELP! Can't do much with the form if i can't even see the results.

    : Please, the owner try the steps

    1. Click the "Open in Excel" button to open a page tab.
    2. copy the url of the new page, similar to: https://forms.office.com/Pages/RedirectToExcelP...; forceReExport = false
    3. change "false" to "true" at the end of the url, such as: https://forms.office.com/Pages/RedirectToExcelP...; forceReExport = true
    4. Open the new url in the browser and you will see all the data in a new excel file.
