I missed what was staring me in the eye - the values in the second column are left-aligned. This suggests that they are text values instead of "real" numbers, so Excel treats them as 0.

    Do the following:

    • Select the values in the second column.
    • Set the number format to Number, with 1 decimal place.
    • Select an empty cell.
    • Copy it.
    • Select the values in the second column again,
    • Click the lower part of the Paste button on the Home tab of the ribbon.
    • Select Paste Special...
    • Select Add.
    • Click OK.
    • The values should now be right-aligned, and the chart should look as intended.

    Click anywhere on the chart.

Activate the Design tab of the ribbon, under Chart Tools.

    Click 'Select Data'.

Click on Edit under Legend Entries (Series).

Clear the 'Series X Values' box, then select the first column of your source data.

Clear the 'Series Y Values' box, then select the second column of your source data.

Click OK, then click OK again.

Thanks HansV for answering my question. After I did what you've recommended, I got this plot which is not right. Do you have any other recommendations. Thanks.

Thanks again HansV. That was the problem. The data was text. After I converted them to numbers, it plotted fine.
