Hi I have a hotmail account almost out of storage. It says to upgrade to a microsoft office account to get more storage. I am already a subscriber to that so can that license be used to add more storage?

You get 15GB of free storage for your Hotmail/Outlook account, once that quota is reached, you can buy the Outlook Premium features to get more storage:

If you have a Microsoft 365 Personal or Microsoft 365 Family subscription with Outlook Premium features, the storage limit will be 50GB.

Your Hotmail account is used to sign into your email. Your Office Account is used to sign into Office services like email, word, Excel. Hotmail account storage is different from Office account storage. if you pay for ad-free access to Hotmail.com you will get more storage than the standard free one.
How large is your mailbox? If its 15GB you can upgrade to an office 365 family or personal premium subscription to get 50 GB mailbox.
If you have the premium account it is nearing 50GB, you will need to delete mail. You can use Outlook desktop you can archive older mail to a pst.
