Cannot add account to Microsoft Authenticator - Endless loop

Question

I'm having extreme trouble trying to login to my Microsoft Account using my work email address.

1. I cannot login to the account because it needs a code or approval from the Authenticator App.
2. I cannot get a code/approval from the authenticator app because I have to add my account to the Authenticator App.
3. When adding my account to the Authenticator app, it needs a code from the Authenticator app (which doesn't have the account added yet).
4. Then, I'm back to trying to login to my account at accounts.microsoft.com and it needs a code from the authenticator app.
5. and round and round and round you go.

So... I read articles saying login to portals.azure.com... Well, I try that and I'm back to the same issue... I need approval/code from the authenticator app.

So... more articles.. .which say to go to outlook.com admin.. Well, back to the same issue... it needs approval/code from the authenticator app.

How do I break the cycle so that I can get in to my account?????
