No, there isn't, or I would have suggested that. You'll have to decide what is more important to you, small PowerPoint files or small PDFs.

We already are using EMF for exporting pictures but we were observing big pdf file size when we export it to pdf using powerpoint export option. For powerpoint with 100 EMF pictures, the ppt file size is around 882KB but when exported its pdf size is around 4.6MB. So as a workaround, we are trying to export it as SVG images as it reduces pdf file size when exported but the powerpoint size itself is big. We don't want to have backward compatibility and looking for smaller ppt file size. Any idea on how we can achieve that?

By not using SVGs. SVG is a relatively new format in Office. So for backward compatibility, PowerPoint creates PNG copies of the SVGs, and those bitmaps inflate the file size.

Instead, use the free InkScape program to convert the SVGs to EMFs and place those in your presentation. EMFs have been used in Office for decades and using them doesn't create extra bitmaps.
