Format Comments in Excel 2019 Pro is missing tabs

Hi

I know how to insert an image in the comment in Excel.

Once the comment is created, show the comments,  right click on the comment and select Format Comment. There the Format Comment Window appears

Normally there are several tabs in the Format Comment window,  Protection, Properties, Margins, Alt Text, Font, Alignment, Colors and Lines and Size. as seen in the first picture

Unfortunately, my excel only has Font and I have no idea why the other tabs are not available.

Does anyone know why and how to fix it?
