Per your description, as per our test, we find that we are so sorry to convey it’s impossible to just create a Read-Only view to control the read-only without edit permission.
However, to implement your requirement, there is another way to realize that you can Edit User Permissions of the List Permission. Here are the steps to change the list permission for your reference.
Open anyone site and click one list > Settings icon at the upper right corner of the window > List settings > Permission for this list under Permissions and Management > Stop Inheriting Permissions > OK > Grant Permissions > Invite people > Share > after adding the people (your boss), you can click his name > Edit User Permissions.
