Office 365 Forms - selective external sharing

Hi,

Is this possible to disable Office 365 forms externally completely for the tenant. But if one requests to allow external sharing for one form, IT should be able to do it? is there anyway to achieve the same?

The short answer is "NO".

We can disable or enable external sharing of "Microsoft Forms" at the tenant level, the scope is everyone in the tenant, and it cannot be enabled for a single user:
