Workflow Health and the Workflow queue length

I have a SharePoint site that uses SharePoint Designer 2013 workflows. A couple months ago, workflows stopped working entirely, and we discovered the Workflow Health page (WorkflowServiceHealth.aspx) which notified us that workflows had been suspended. We've since resolved that issue.

However, I when I go to the page now, I see the "Workflow queue length" is in the low hundreds and the Site Workflow Status is Connected. Does that mean that workflows will not automatically start since there is a queue? I see some items that should have workflows running on them, and it appears they do not.
