Value Not Available Error In Spreadsheet

I am creating a sheet that displays incomes with maximum tax rates. I used the VLOOKUP function and a value not available error appeared.

My formula was VLOOKUP(B11,A2:B9,2) and it came up with this message.

Here is a snapshot of the spreadsheet:

How can I get this fixed so the maximum tax rate would appear, and in this case it would be 15%?

    Please set up the Income & Maximum Tax Rate grid as follows:

    Formula in cell B12 is: =VLOOKUP(B11,A2:B9,2,TRUE)

    Note

    1. Value in cell A2 is 0.

    2. Please DO NOT add $ OR comma manually in column A.

    Please use formatting to add $ OR comma.
