"Unfortunately, we cannot complete this transaction as our records do not recognize this as a valid product" error, when downloaded from office.com? What to do?

This error language does NOT show up in the help index of Microsoft ( here ) when I searched, and it says "You may be able to return the software to your reseller for a new product"- however I GOT IT DIGITALLY FROM MICROSOFT.

So I uninstalled it and tried reinstalling it from scratch from Microsoft. At setup.office.com it shows "Your products are below". it shows my product- it shows my key- and gives me the download.

I downloaded it from Microsoft's site, using the key on Microsoft's site, and it does not work as either an online activation or a phone-activation. Additionally, if I try to use my Microsoft account- even though its listed in my Microsoft account on Microsoft's own page, inside office it says I don't have it. Then if I "Change license" to use the key instead of my Microsoft account, it has the same problem and still won't activate.

The entire message it gives me is:
"Unfortunately, we cannot complete this transaction as our records do not recognize this as a valid product. You may be able to return the software to your reseller for a new product. Thank you for contacting Microsoft, goodbye".

I get that this is a problem if you get your code from an odd website, but this is from office.com itself.

So I need to return a digital license to Office.com? Not sure how to even do that.

Update: Still interested in hearing answers, but I did find a phone number on my receipt from microsoft which I will call tomorrow if no one has a great answer to how to solve the issue.

    Hi, Note: you can only use the Product Key once to install Office, that is for the first time. Thereafter, you can reinstall Office from the Office Account at: https://account.microsoft.com/services/  Sign in with the same Microsoft Account that you used to purchase Office from the Microsoft Store, Or used to setup Office for the first time with a Product Key purchased from a vendor.

    With the install link provided what browser are you using? and did you try with a private browsing session?
