Error on forced password reset: Unable to validate the information provided

I created a new Sign In user flow, and enabled Forced password reset following these instructions:

The user is prompted to create a new password, but when they submit it shows an error: "Unable to validate the information provided", and the password does not get updated.

I noticed that it works correctly if I create the user flow using the Standard (Legacy) version instead of the Recommended version.

    "Found the problem. I was creating new user accounts myself, not using the sign up flow. And when I created the user, I was selecting "Create user" instead of "Create Azure AD B2C user"."
