RDS CALs vs Windows Server Externa Connecter License

I am wanting to implement a remote terminal server and want to make sure that I have all the necessary licenses. For the server itself I will have a MS 2019 Server Licenses (Datacenter). I will have user and device CALs purchased as well. For the RDS portion. Do I need RDS user CALs if I plan to purchase a Windows Server External Connector License?

    Hi,
    Do I need RDS user CALs if I plan to purchase a Windows Server External Connector License?

    The external connector is only for external users who are not employees while RDS CAL is used when you deploye RDS servers.

    Once you have bought windows server per user/per device CAL and also would like to utilize the remote desktop service for multiple users/devices, you shall configure the RDS deployment and buy additional RDS CAL (also per user/device).
    So when you deploy Windows EC license + RDS, you may consider RDS EC CAL.

    Why would it matter if the External Connector is only for non-employees? Could I not use a single external connector rather than 100 user CALs?

    It depends on the cost when you consider to buy CAL for server and for remote desktop service. Per my knowledge, External Connector is paid by server while per user/device CAL is paid by exact number you needed.
