Convert EA to Cloud licensing?

We are currently 100% on premise and have been planning to move to M365. We have 1 year left on our Enterprise and, after months of dealing with our EA reseller, we were told today we can’t convert our existing EA for on-premise software to Cloud licensing (specifically M365) but would have to purchase all M365 licenses as add-ons in addition to our current EA licensing. Based off EA resellers previous quotes, we would be paying 1/3 more to migrate to M365. Is our Microsoft EA reseller correct in saying we cannot migrate to M365 while in the middle of an existing EA, even though we would be paying more money to Microsoft?
