Tried everything.
The only way to show default gridline is safemode (excel /safe), but safemode does not save any settings.

I am able to turn on gridline for one sheet and multiple sheets all at once, but when I create a new sheet or new file, there is no gridline. The expected behavior (as a brand new out-of-the-box Excel does) is to show gridlines for any new files and new sheets.
My XLSTART folder (C:\Program Files\Microsoft Office\root\Office16\XLSTART) is already empty.
Are there any other factors that affect the gridline? Configuration files, registry keys, etc?

You could try with following process:
Click in Programs > Uninstall a program, find Microsoft Office 365, right-click over it > click on "Change" then "Quick Repair".
If does not work, you can use an "Online Repair".

Note: before uninstall you will need the original activation "key" to install it again, or depending if your license is associated to your account.
The Gridline option under File, Options, Advanced applies to the selected sheet. If you want to apply it to all the sheets in a workbook select all the sheet tabs and execute the above command; File, Options (or More Options), Advanced, ... Show Gridlines.
If this situation occurs with all new workbooks or every time you add a new sheet, then you may need to clear the xlstart folder or add a default workbook and worksheet. I would start with clearing the xlstart folder.
The exact locations of the xlstart folders will depend on which version of Excel you are using.
