Unable to "Record Macro" - Visual Basic shows "No Open Projects"

When I attempt to record a macro I receive the error "Unable to record." Tried changing "Store Macro In" to all of the three options and I still receive the same error. My PERSONAL.XLSB file is missing. Tried putting a file named PERSONAL.XLSB in the XLSTART folder and opened it but I still received the same error. When I click the "Virtual Basic" button in the developer tab the side bar says "Project - No Open Projects" and I don't see any files even though the PERSONAL file I created is open as is a blank workbook.

I am on Windows 10 using Excel 2019 I believe with a one computer download license.

Troubleshooting I've already completed:

  1. Uninstall/Reinstall Excel
  2. Changed Macro Settings to Enable all macros
  3. Updated using the Account button in excel
  4. Checked to make sure PERSONAL was not in disabled items
  5. Ran Excel in safe mode
  6. Ran Excel as administrator
  7. Pulled my hair out
  8. Ran quick and online repair
  9. Checked to make sure windows region was English, United States

    For anyone else having this issue: The issue corrected itself after a fresh install of my OS.

    Nope :(. Support has been extremely unhelpful lol. Having my IT buddy come over soon though so if he can resolve the issue I’ll try to remember to update you. Please let me know if you find a solution. I’ve tried so many things.
