There is not to many troubleshooting for mobile devices, basically it will depend on the device itself.
You could try with following process:
- Go to below link on an incognito mode in Safari browser:
https://onenote.com - Access with your personal account, then you will see the list of your notebooks, open the notebook and check out behavior, then be sure that you have all synced and updated in cloud on your notebooks.
Next in your iPad:
- Touch and hold the app.
- Tap Remove App .
- Tap Delete App, then tap Delete to confirm.

Then re-start your iOS device > open Apple Store find last OneNote version and install it, then sign in with same user account as your other devices.
Note: if you have notes that does not synced with the cloud, in order to avoid a loss of data you have to copy the content in other file.
Also, check out if the iOS system has pending updates and run them all.
If the issue persist, I suggest you send your comments to PG (product group) through the Microsoft Feedback Hub, it's the way to communicate with them, (from the community it is not possible), they always see ideas, suggestions and problems (bugs) in the applications by users of Microsoft products in order to improve the application.
From mobile app:
Open the app > click on ellipsis button at top-right > Send Feedback to Microsoft > I don't like something > explain the problem and send it.
