According to your problem description, I notice that you cannot find Protect as an option in the review tab.
I did the test at my end to investigate this problem further using the latest Excel version, Version 2110 (Build 14527.20276) and could not repro the similar behavior.
Therefore, if your Office is not updated, you can update and check the result.
In addition, I would like to confirm if you are using Excel Online or Excel for desktop app. If you are using Excel Online, it does not support that feature and you can provide feedback using Help > Feedback.
In the meantime, I want to get your Office version for further troubleshooting:
- Click File> Account, take a screenshot including Subscription Product > About Excel
- Please confirm whether this issue happens in every Excel for desktop app and provide screenshot of the issue for my reference.
