Forward Rule Doesn't Work when CC'ed

MS Offic 365 using Outlook web app.

This is a confusing one for me. I have one email with a rule setup to forward to 6 different addresses within our domain. When I send an email and put the main address in the To: area as normal, all forwarding works as it should. When I put the main address in the CC: section it does not forward as per the rule. Any help with this would be great.

    At once, may I please know whether you have created below kind of forwarded rule for TO and CC filed from Outlook web app client?

    At once, please kindly create again below kind of forward rule and see the result scenario. To test purpose, please kindly put one email address under “Forward to” action to check the particular scenario.
