According to your test, to troubleshoot the issue further, we may need to collect the local log file. I would like to suggest you contact your admin/IT department to create a support ticket via Admin Center> Support> New service request. The support team there will have the correct channel to help you investigate more and find what exactly reason has caused this issue.
