Hi,
It appears that it was OneDrive that caused the problem.
Un-syncing the document library in OneDrive solved it.

When we activated content approval for a document library, the documents can be edited in the browser, but when opened in desktop app they will only open read only. This happens both for draft, pending and approved documents.
Users have standard "Edit" permission level.
How to fix this?

I go through the post carefully, based on the descriptions, it seems the when you open the files from Desktop, they are opened as read only. here are some suggestions for the issue:
