My daughter has Office 365 through school. We logged in on a phone and tried to change it over to the computer. It kept telling us she didn't have the license to use it. Looking into it, I guess she only has access on one device. We logged out of everything and tried to reset it to just the computer. It is now giving us an error code of CAA20003 and saying to contact an admin. Her school said they can't help at all. What do I do??

Based on the description, it seems like now your(daughter's) school account can Not sign in on your computer and it shows CAA20003 as an error code. If so, please share us following details for a further troubleshooting.
1.The full screenshot of error code.
2.The screenshot of account page: My account (office.com)
2.Where did you sign in the school account and encounter with the issue? Like from signing in to Teams or activating Office apps like Word?
3.Please sign in www.office.com and see if you can sign in the school account.
4.Contact with admins/IT department in school again and tell them:
If the device has been enrolled in Azure AD and disabled (not disconnected), only the global or device administrator in Microsoft 365 subscription can enable it. If they don't know how to do, see the official article: How to manage devices using the Azure portal | Microsoft Docs.
Though based from the error code, the issue can only be fixed by the admin in the school, we will be here for you to show any possible guide, so feel free to post back.
