Message Trace Permissions

How do I provide user with Message Trace report creation privilege? I run a report monthly to find failed emails to customers who make online payments on their invoice. This was setup for me some time ago. I'm getting ready for retirement and will need these rights provided to 2 other people in the company so I can show them how the Message Trace reports are produced.
