Power BI Enabling WebView2

Hello!

I am an IT admin for a company and one of my user uses power BI and is having a problem. I have never used this and know nothing about it :(

When he trys to open a file he just gets a blank grey screen.

Google tells me this is possibly a webview2 issue - i have checked and can see that he does have it installed but apparently he needs to enable the "Power BI Desktop infrastructure update"

I have no idea where or how he does that - I found this guide;

but when he tries to follow those steps he doesn't see anything like what it describes - and it also doesnt look like the screenshot in this thread

how
 does he do this? can anyone provide DETAILED instructions as your speaking to someone who has never even seen the software before.
