I go through the post carefully, as for the issue, here are some suggestions:
- Please firstbackup the notes that have not been synced up to OneNote Online at www.onenote.com
- Try using OLicenseCleanup.vbs tool to reset accounts for Office. Then sign in back OneNote, Open notebooks and check the result.
- Go to Start Menus>Settings>Account>Access work or school, disconnect all your accounts from here, then restart your PC, sign in Excel again and check the result. You may also try automate this by the tool from the link: Clear credentials from Workplace Join
If the issue still persists, could you please share information below with us for further troubleshooting?
- Does the issue happen on all notebooks?
- Have you changed anything before the issue, like install antivirus software, etc.
