My Current Infra:-
UK:- Primary-DC
US:- Secondary-DC+File Sever
Exchange2016Std (CU20) Standalone
RODC:-
Dubai:- RODC1
Spain:- RODC2
Child Domain
Singapore:- CDC1 and CDC2
This weekend was trying Upgrade Exchange 2016 (CU21)
Before Start All Domain Controllers
-Windows Firewall Disabled
-Antivirus Disabled
When i run this command
Setup.exe /PrepareAD /IAcceptExchangeServerLicenseTerms
i got this error below:-
What could be the reason?
How to fix this issue. Since we have CU19,CU20 were installed .No issue faced.
This New CU21 really disappointing us

You cant have RODCs in sub OUs under Domain Controllers OU. I can confirm, I moved my RODCs to the root DC OU, and /preparead ran fine.
I then moved them back to the sub-OUs and the upgrade is running fine so far. I'll update when it finishes..

In addition, have you run /PrepareSchema before that? There is a schema update for CU21.

Thanks for the update. i was wondering since past CUs were installed with RODC where we kept in Customized OU.
Strange why we have to do this move RODCs to Domain Controllers?

Yes, i tried Schema update. Worked fine. was only stuck from Primary Domain Controller:- When i tried the Setup.exe /PrepareAD /IAcceptExchangeServerLicenseTerms
'Organization Preparation FAILED'
Let me try moving RODCs into Domain Controller.
