Installing language proofing tools

I am trying to do work in German but am getting a message that the proofing tools for this language are missing.

After searching online for a solution, I found that I should be able to click on the "not installed" link in the languages section (File > Options > Language) to install the necessary proofing tool. However, my "not installed" text is not a link (see below).

What can I do to install these proofing tools?

    You can install a language accessory pack from the link below. For most Office versions, this will start an install procedure which looks like you are trying to install Office again (but the procedure will be faster than a new Office installation). You will see an additional entry for the added language in the list of installed programs in Apps & Features in Windows 10 Settings.
