I ended up figuring it out on my own. I had to log into Azure as an admin and remove email addresses from the "Risky User" list. Once this was done, I restarted everything with no further issues.

    Hi James,

Thanks for posting in the community.

According to your description, I would like to collect more information.

    1. May I know how you get the above error message, when you access the SharePoint site in the browser or when you open one SharePoint file in the Office application? You can provide a full screenshot for us to better understand.
    2. According to the error message, may I know whether your account is an internal user or a guest user for your tenant?

If your account is an internal user, please contact your admin/IT department, try the steps in the reference: Remediate risks and unblock users

If your account is a guest user, please let your admin/IT department view this reference: Identity Protection and B2B users

    Regards,

    George
