IEEE reference format numbering issue

I have lots of figures which have bracketed numbers like this by the IEEE format :

[1] Figure a

[2] Figure b

[3] Figure c

...

Now when I want to add a table and I want to put it in the references, the number of table do not continue from the number of figures before it, it justs starts from [1] , and when I update the reference list, this table whose number is [1] has replaced figure "a" whose number is [1], so it became like this

[1] Table x

[2] Figure b

[3] Figure c

and if I insert another table, the number of this table will be [2], and again, it will replace the figure "b" in the reference list, so it will become,

[1] Table x

[2] Table xx

[3] Figure c

and I do it again, you know what will happen.

So my question is : In IEEE format, do numbering of tables depends on figures or it's independent? If so how to make it dependent? and how can I fix my problem?

    Thank you for querying in this forum.

    From your description, it seems that you want to add a table and insert the table into the IEEE reference, however, you found the bracketed numbers of IEEE format has been dis-sorted by inserted table.

    May I know if my understanding is right? If so, we have tested it on our side, we went to Word Reference and added IEEE reference, then we inserted table into reference, as shown below:

    May I know if the steps above are consistent with yours? If not, you can also post back and point that.

    This is the number of citation in reference of the figure just before the first table, it's 20 and I want the number of citation of the table after it is 21 not 2 but it won't work
