Error code CAA20003

Just purchased Microsoft 365 personal edition, I have used microsoft office through my previous job and university and have sign on registered on this computer. Trying to log into microsoft on my laptop with a new user and I'm getting the above error message. I am in the process of apply for jobs and need access urgently. Please help.

Also is there a helpdesk telephone number?

    0xCAA20003 - You ran into an authorization problem.

    If the device has been enrolled in Azure AD and disables (not disconnected) only the global or device administrator can enable it
