I go through the post carefully, based on the description, it seems that you have installed Office 365 and Visio on your pc normally, however get issue when try to activate it, here are some suggestions:
- Use script OLicenseCleanup.vbs to clear all cached Office license information on your PC, if you don’t want script, you may perform the first four steps in the link manually: Link
- Install Visio again and activate Office and Visio and check the result, if you have associated Visio product to your Microsoft account, you may just sign in Visio with your account and check if it is activated.

- Do you have Microsoft 365 Family subscriptions or Microsoft 365 Business Subscription?
- Where do you download Visio installation package? Did you redeem the product key and associate the product to your Microsoft account?
