I understand from your message that the Excel display language cannot be set to English.
Normally, Office is able to change the display language successfully through the language option.
In order to better help you analyze the reason, here are a few questions I need to confirm with you.
Can you set it successfully in other Office components such as Word?
According to your picture, your system language is English, we suggest you first try to set "Match with Microsoft Windows" as the first choice to see if it can be set successfully.
If the above methods do not work, it is likely that you have a program error in Excel.
You can try to repair the Office application.
Start>Settings>Applications and Features>Find Office>Advanced Options>repair
