Increase and decrease indent buttons not working

When I try to change the indent of my bulletpoint or paragraphs the buttons do not do anything. I can only change the indent of my text by going to Bullets > Change List Level > Level 2.

    Is it the indent that is not changed, or the style of the bullet?

    This is the behavior that I see here

    1. If the first paragraph, or all paragraphs in the bulleted list is\are selected, the indent button will simply indent the whole list without changing the style of the bullet.
    2. If a paragraph or paragraphs OTHER THAN THE FIRST PARAGRAPH in the bulleted list is\are selected, the indent button will work in the same way as going to Bullets>Change List Level>Level 2

    To add to what Doug has said, for more control over numbered items in a multilevel list, set up the levels so that they are associated with paragraph styles (one paragraph style per list level).
