I received a workaround from the Microsoft team:
- Go to excel. File->Options->General->when using multiple displays.
- Set it to 'Optimize for compatibility'.

Around the time Servicing Stack 10.0.19041.1220 was sent out on 9/24/2021 I was able to easily resize the viewing area of an imbedded Excel Object. After that, no matter what I tried, all imbedded excel objects (even from files 4 years old) opened up outside of Visio as a separate file instead opening inside of Visio. Of course Microsoft wont let me uninstall this update to double check if this is the issue (but I'm guessing it is).
I have searched through every online help ticket/website and nothing has fixed this problem. I have uninstalled.....reinstalled......changed every option I can think of/read online to change.....and nothing.

This is what is does now........again I changed nothing......
I have inserted new and existing Excel files every way possible.....I've changed the behavior options in the Developer tab....everything.....

Welcome to Microsoft Community.
From some tests, it seems like the same behavior also happens on our side with Visio version 2109(current channel) and 2111(insider beta channel). The inserted Excel workbook objects are not available for users to edit the data range inside the Visio app but it will open the Excel app separately.
Hence, it seems like the behavior of editing an Excel workbook object in Visio has been changed in recent updated versions. For such a new feature design, it is suggested to submit your feedback in Visio apps to let the related product team get informed of the inconveniences it may have caused and provide a better experience for users. Really sorry that forum engineers here have no resources to the building of features in Office apps. Your understanding is highly appreciated and hope a nice day for you.
